Located halfway between the cities of Dallas and Fort Worth, Texas, DFW International Airport is the world’s fourth busiest, offering nearly 1,750 flights per day and serving 57 million passengers a year. DFW provides non-stop service to 145 domestic and 48 international destinations worldwide. For five consecutive years, DFW has ranked in the top five for customer service among large airports worldwide in surveys conducted by Airports Council International.

DFW Airport Board is presently seeking a Project Manager of Planning in DFW’s Planning Department to manage and coordinate the development and implementation of airspace, airfield, terminal, roadway, signage, and land-use planning projects to support the airport’s strategic growth and business plan. The Project Manager — Planning is responsible for the administration and performance of every phase of implementing projects and ensures compliance with project objectives and requirements. Supervision is exercised directly over implementation activities, consultants and contractors. Provides documentation as required for the administration and execution of each project (i.e. CIP funding documents, Official Board Actions, Work Authorizations, etc.). Becomes familiar with the basics of DFW Airport’s Environmental Management System & Environmental Policy and implements Best Management & Good Housekeeping Practices.

PRINCIPAL DUTIES AND RESPONSIBILITIES

  • Applies a strategic thinking approach to facilitate decision making resulting in innovative, adaptable and sustainable solutions for DFW Airport’s operational and planning needs.
  • Coordinates and implements the programming of projects assigned to the Planning Department and develops work plans.
  • Develops and administers policies and procedures governing the Land Development Criteria, Airport Sign Program, and all other airport planning issues.
  • Oversees architects, engineers and other consultants in the programming, planning, design and implementation of projects in accordance with project requirements.
  • Coordinates implementation activities from pre-proposal to final project acceptance and close-out.
  • Inspects contract work for quantity, quality and conformity to specifications; identifies deficiencies and out-of-scope work requirements and takes appropriate measures to facilitate project completion.
  • Analyzes contracts, evaluates pay requests, reviews submittals and approves contractor schedules; enforces adopted code and design criteria directly or through coordination with the Code Enforcement section and other applicable design criteria.
  • Develops and maintains documentation of daily work and milestone events in the completion of assigned projects to provide timely and uniform periodic management information reports.
  • Develops specifications and makes recommendations on Planning Department projects.
  • Provides substantial input on project development and design, project schedules, budgets and documents.
  • Coordinates activities with other airport departments including Airport Development, Asset Management, Operations, Commercial Development, Concessions, Parking, and others; may manage implementation or planning contracts, exercising considerable discretion.
  • Ensures environmental aspects and impacts within the span of control of your position are identified and timely communicate applicable personnel and operational changes to Environmental Affairs.
  • Evaluates environmental performance. Provides employee feedback regarding needed performance improvements and acknowledge employees whose environmentally related performance is exemplary.

Requirements
  • Bachelor’s degree in Planning, Architecture, Engineering, Construction Management, Industrial Engineering or a related field.
  • Must have strong strategic transportation planning skills
  • Ability to create the master plan, conceptualize and execute the plan, understand the up-front
  • High preference for those with airline/aviation planning experience, but open to those with strong roadway/rail/transportation planning or related experience.
  • Five (5) years professional-level experience in planning, engineering or construction management.
  • Three (3) years experience in a coordinating or lead position.
  • Any equivalent combination of education and/or experience may be substituted for the above on a year-for-year basis.
  • Possession of a valid Class C driver’s license.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

  • Knowledge of principles of airport or roadway/rail/transportation planning.
  • Knowledge of major construction methods, materials, equipment and contractual requirement of public works construction projects.
  • Knowledge of federal, state and local ordinances, codes and regulations relating to transportation planning and airport development.
  • Knowledge of sign design principles.
  • Knowledge of modern cost and scheduling control techniques and ability to apply same in the management of major construction projects.
  • Knowledge of competitive bidding processes.
  • Ability to manage outside contractors in a manner conducive to the timely and efficient completion of work.
  • Ability to communicate clearly and effectively, both orally and in writing.
  • Ability to influence outside contractors to comply with Airport Board rules, regulations and procedures relating to airport construction projects.
  • Ability to obtain Airport Security clearance for AOA access.

DESIRABLE

  • Working knowledge of CADD and GIS applications.
  • Registration as a professional architect or engineer.
  • Supervisory experience.

Job Duties:
? Assists Supervision and Management with various administrative duties, including the maintaining of office procedures and work flows, implementing policies and procedures set by employer, establishing and maintaining positive working relationships with co-workers and supervisors.
? Provides telephone reception for the Maintenance site.
? Exercises initiative and judgment during the absence of Supervision and Management to see that issues requiring attention are referred to delegated authority or handled in a manner designed to minimize the effect to their absence.
? Create, modify, and update databases / spreadsheets associated with the administration of the Maintenance Site, including payroll, overtime, developing budgets, providing cost analysis etc.; including filing and records management systems.
? Compose, edit, and copy correspondence and reports to ensure accurate business communication; serves as the coordinator for inter-company communications.
? Assist Supervision, Management and Human Resources with the administration of Corporate policies / procedures including local record keeping, filing, reporting and tracking.
? May coordinate/schedule both business and pass travel for site employees with either the customer’s travel department or the corporate travel department

Requirements:
? Minimum High School Diploma or G.E.D.
? Minimum of three years of office experience or Associate’s Degree in a related field and one (1) year of related experience.
? Must be able to read, write, speak and understand English.
? Excellent communication, organizational and interpersonal skills.
? Proficiency in MS Office.
? Minimum two (2) years accounts payable and payroll experience required.
